As of April 2nd, The Government Insulation Rebate has been officially cancelled.
February 19th 2010 - Changes to the Home Insulation Program
The Federal government has closed the Home Insulation Plan. Only installations completed by 5PM February 19th will be eligible for the $1200 subsidy. A new scheme is expected to be introduced by June 1st 2010 with a further reduced subsidy of $1000 which will be a reimbursement paid directly to the homeowner.
Allegations of dodgy installers, pushy door to door sellers, sub standard installation, imported non compliant products and safety issues were reasons for the demise of the program. Continual government threats to installers did not halt the element that entered the industry and flouted the rules. The industry use of subcontract installers paid by metre rates allowed anyone with little more than a trailer and an ABN getting involved.
Ausbatts Insulation could see the problems associated with sub-contract installers. All our installers are employed directly by us, trained by us, provided with company vehicles and pay rates are hourly based. This removes the incentive for our installers to rush, cut corners and breach safety requirements. Our charter emphasises safety, quality of work and customer satisfaction as our main priorities.
December 1st 2009 - New Safety Requirements
New safety requirements are now in force. All installers must now complete a risk assessment on the template provided by the government. Work cannot be undertaken where hazards, particularly electrical exist. The most common repair required mostly in pre 90's homes is getting junction boxes fitted to electrical joins in ceiling spaces.
Two quotes are again required prior to getting your insulation installed.
November 2nd 2009 - Changes to the Home Insulation Program
The subsidy for homeowners and renters has been reduced to $1200 and the overall program funding reduced to $2.45 billion dollars. Downlight and electrical appliance covers are now compulsory under the Home Insulation Program.
September 1st 2009
The Low Emission Assistance plan for renters has now been discontinued. This has been replaced by the Home Insulation Plan which offers the same $1600 subsidy to homeowners and rental properties.
July 1st 2009
The Homeowner Insulation Program has now changed from a rebate to a subsidy. We will bill the government directly up to the $1600 maximium ($1000 for rentals). Your only payment obligation is anything above these amounts.
February 27th 2009 - Rental Properties Also Eligible for Rebate
A rebate on insulation of $1000 is available for landlords through the Government's Low Emission Assistance Plan for Renters. The insulation rebate can also be applied to multiple rental properties and tenants may apply with the property owner's permission. February 26th 2009 - Government Homeowner Insulation Program Early Installation Guidelines Released
The Federal Government has just released the Early Installation Guidelines for its Homeowner Insulation Program. Any eligible home owners who opt to have their insulation installed before June 30th can now lodge their claim for rebates of up to $1600 from March 1st. The Government has clarified a number of issues regarding eligibility. First, for houses with old ceiling insulation the Government states that the insulation must be deemed as having 'negligible effectiveness', which will cover any roof insulation with an R-value of 0.5 or lower. The Government cites possible examples include some homes that have only sarking or have 'old loose fill insulation that has moved'. Second, the Government has stated it will not allow home owners to partially insulate their roof in
situations where the maximum rebate of $1600 does not cover the cost of the entire installation. In such cases, the home owner will be required to cover the remaining cost of insulating the entire ceiling. The Government has also stated that to be eligible for the rebate, home owners must obtain two compliant insulation quotes, which means they will need to obtain separate quotes from two qualified thermal insulation installers. February 14th 2009
The Federal Government has announced it will rebate the total cost* of ceiling insulation for existing homes in Australia. Due to the uncertainty surrounding details of the package, we suggest waiting until details are released on 26th February. In the meantime, those living in the Perth metro area can register their interest to receive a priority installation date once details are released.
